To "Refund" means to return money "from me" (back) "to me"
The Taxpayer Bill of Rights limits the taxes and requires REFUNDS to be made via various mechanisms.
The democrats interpret "mechanism" as any means of returning TABOR refunds to COLORADO, not to COLORADANS

The purpose of these schemes is two-fold.
1) to eliminate TABOR. Democrats hate it that the constitution recognizes individual rights, and they really hate TABOR limiting their ability to tax tax taxity tax tax tax! So, you make tax credits to take away TABOR refunds.
2) Create "A heavy progressive or graduated income tax." (that's #2 in the communist manifesto for eliminating the middle caste/class (bourgeoise)). If everyone pays a flat tax rate, "the rich" mathematically pay more in taxes so TABOR refunds are returned proportionally. Creating an equal TABOR refund returns money equally, including to those who did not pay taxes. This means it creates a tax rate that is lower for low-income and higher for higher-incomes.
