Everybody has a "gender identity" so unless you're favoring one over another, then the bill is meaningless. But it's not meaningless, it will be used against those without protected "gender identities"
There are at least a dozen divisions of intersectionality to determine degree of victimhood which would logically reduce the lowest unit to the individual which is where our Declaration of Independence begins.
