Leopold II werd geboren als tweede zoon van koning Leopold I en Louise-Marie van Orléans. Zijn oudere broer, Lodewijk Filips, stierf op jonge leeftijd, waardoor Leopold uiteindelijk zijn vader zou opvolgen toen die in 1865 overleed. Op zijn vijftiende verloor Leopold zijn moeder, een zware klap voor de jonge prins. Drie jaar later trad hij in het huwelijk met Maria-Henriëtta van Habsburg-Lorraine, een aartshertogin uit Oostenrijk. Samen kregen ze vier kinderen: Louise-Marie, Leopold, Stéphanie en Clémentine.
