With the compounded steam and articulated locomotive era behind them, Santa Fe Railway under the direction of John Purcell pressed forward with 2 cylinder simple locomotive development. Following John Purcell's design genius, the 3800 Class 2-10-2, is developed and becomes their first taste of high-power.

John Purcell's 3800 Class 2-10-2's are immediately successful and John order's a four-wheel trailing truck added to engine 3829 while it is still on the production line at the Baldwin Locomotive Works. Thus, Santa Fe creates the world's first 2-10-4.

At this point the steam locomotive had been taken as far as possible with a 2-wheel trailing truck. The firebox and pistons on steam locomotives could not be made any larger unless the four-wheel truck is successful.

If the four-wheel trailing truck works out in trial runs on 3829, a whole new world of larger and more powerful steam locomotives can be developed.
