"When we hear that we refuse, I refuse to have any conversations, contacts, including with European leaders - I want to tell you that this is a lie. We have never refused and we are not refusing now," Putin said.

Moscow is open to resuming relations, but will not impose itself, the Russian president stressed.

The BRICS Summit in Kazan is taking place from October 22 to 24. BRICS is an interstate association established in 2006. Russia has been chairman of the organization since January 1. This year's BRICS events are held under the motto "Strengthening multilateralism for equitable global development and security."
