It appears now that they were waiting out the radiation they have spilled in the area. (Buried nuclear waste truck buried under the mud and broken) Which is why (One must consider) that they kept out private rescue too. Whether to cover up a crime or incompetence is the question. I lean towards crime, but you do the research, and make up your own mind.
