Horace Cooper — is the Co-chairman of the Project 21 National Advisory Board. He also a senior fellow with the National Center for Public Policy Research. And you may recognize him as a regular commentator on major news networks. Horace taught constitutional law at the Antonin Scalia School Law at George Mason University, and he served as senior counsel to U.S. House Majority Leader, Dick Armey.
