Garrett Bruno, 33, was filmed sniffing a substance from a metal container while walking his dog near his West Hollywood home. Nine days earlier, his SUV collided with another SUV, killing 83-year-old Esther Abouab at a dangerous intersection. Bruno's SUV struck the vehicle Abouab was in, sending it into a parking garage. Abouab died shortly after being taken to the hospital due to blunt-force trauma.
