Tokyo cat festival baffles everyone again

Tokyo’s Bake Neko (Ghost Cat) Festival returned to Tokyo’s Kagurazaka, just in time for Halloween. Participants dress as cats for the parade, and bring their cats, and dress their cats as other cats.
