Governing by continuing resolution is not a bug of the system - It's a FEATURE!

The lobbyists and the special interests who buy off the political leaders know that once they get something funded, it has eternal life. Regardless of if it works or not, if it helps or hurts people, it lives forever because we never do a programmatic review of the budget.
