D4 - Season 6 - Codex of Power Bug?

My Codex only seems to be upgrading in increments rather than upgrading to the item that was salvaged. I've tested with multiple max rolled items and it was the same across the board?

Did they change the way Codex upgrade for season 6 or is this a bug?
