Hands has a private room where he meets V face to face more than once, the DA is in a VIP booth on another floor altogether and the ground floor is already populated by a bartender and a functioning merchant in the bathroom.

Perfect conditions for an explorable interior environment around an optional player home, just like the megabuilding where V has his starting apartment.
