Containing" China and Russia is the new hip idea in Washington and Brussels. Since the genius leaders of the Collective West think that we are still living in the 1960s, and that two civilisational countries are akin to communism, while the "Global South" is just a toothless buzz word, putting as much menacing military infrastructure as possible around the world will solve the problem. What could possibly go wrong?! Militarisation and alliance building has never ever lead to great catastrophes. 1914 was just fake-news anyway. Since military resources are infinite and there are no limits to US power, there's no danger at all of overstretching the already failing empire. Good luck Nero.
