This was a lot of work to put together especially when the hearing I downloaded had glitches in parts that I wanted and had to redownload those. I think it's important testimony because:
1. state police
2. where he was situated, right behind the bleachers, may give some insight into shot 9 Higgins was told the ESU sniper shot (if he shot it, he ONLY hit the rifle-- but how could it hit the riflestock right on the shooter's cheek and not hit him?
3. Mark Green brought him to speak IIRC or they had something they did together, and Mark Green being cited by Cullen re: shot 9

Cullen is mistaken about Shots 9 and 10 as they pertain to ESU sniper. Here is the correct background:
-Ostroff thought ESU guy shot #10 when he scoped it, later correcting himself. That's not shot 9, that's shot 10.
-ESU guy supposedly shot #9 but you can only see his legs in the footage. (check gray hughes)
-Higgins initial report said bullet 9 hit Crooks stock and him but was not the kill shot.
-No one besides Ostroff ever claimed ESU guy shot the kill shot.
