Shine Vine is a member of the Enlighten-Mint family.
Shine Vine costs 75 Sun. (-25 Sun at level 5.)
Shine Vine produces 50 Sun. (+25 Sun at levels 4, 7 and 10.)
If an Enlighten-Mint plant is placed within the vine, its Sun production will be increased by 25 Sun. (+25 Sun on levels 6 and 9.)
Zombies which get into melee range will be stunned for 1.05 seconds. (+0.05 seconds per level.)
Each time that happens, the zombie will drop 5 Sun. (+5 Sun on level 5.)

Commentary:
Shine Vine is what you get when you take a Sunflower and give it a Vine ability.

Bottom line:
Shine Vine is a good Sun producer. Granted, selecting two (2) Sun producers is generally not done. But doing so would allow for one (1) column of Sun producers.

The other option is to simply use Shine Vine as a Sun producer as well space savings for extra firepower for plants like Citron or Wintermelon.

Shine Vine is a solid Sun producer and a worthy candidate for many scenarios. Obtain and level up this plant.
