Bad Maps #31: What Map Is This?!

Seriously, what exact moment in History is this!? While the borders do show Poland still existing, the fact it labels Germany as such, still confuses me. If this map were to be accurate, Germany would be labeled as Prussia, Bavaria, and Hanover among others.
