Main command center operating from an airport or train hub…(community members living closest to this location can manage it if able and willing)

Pending size of village or town neighborhood command centers can be the next strategic point for delivery.

locals work to immediately establish routes to main command center. Those neighborhoods that aren’t heard from with be searched for. Main command manages updates, goods, and services based on needs being advised from neighborhood command centers…(a check list needs to be established prior to emergency for items to be reported.
