ICE reports 662,556 illegal criminals in the USA. Only 15K are detained. Where are the rest?

Redacted - ICE knows about 662,556 noncitizens with criminal histories, but only 15,000 are detained. Where are the rest? No one knows, and thanks to sanctuary cities, they can't be arrested or deported. When is the corporate media going to get mad about this!?
