The Cloward-Piven strategy is a political gambit in which a bureaucratic system is overwhelmed to the point of collapse, thus forcing fundamental change. This idea was first proposed by Columbia sociologists Richard Andrew Cloward and Frances Fox Piven, who claimed in their 1966 article ''The Weight of the Poor: A Strategy to End Poverty'' that the welfare system was being used to keep the poor oppressed. This applied especially to African Americans in the welfare system, and so Cloward and Piven proposed registering all people who were eligible for welfare. The result was largely successful, especially in New York, where it bankrupted the city. It took some time, but the welfare system was changed with the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, which tightened restrictions for welfare eligibility and increased work requirements.
