Portland is losing the ‘graffiti war’ but that doesn’t mean the writers are winning either. The state is spending $4 million to buff graffiti, but will throwing money at the problem really put a dent in it? Will fines or jail time make Portland a safer city?

And why does it seem so easy to write graffiti in Portland in the first place?

To find out, we embedded with an up-and-coming writer rappelling off structures to make a name for themselves, a businessman with graffiti cleanup contracts, a veteran vandal in his secret stash spot with $20k+ in spray paint, and an 84-year-old man taking matters into his own hands – all in an attempt to understand what is really behind the ‘graffiti war’ that nobody appears to be winning.
