Inmate suing Hamilton County Jail

Rozell Martin is still behind bars despite having posted his own bond. A judge ruled he could only be released if he did that and wore an electronic monitoring unit — and all of the county's electric monitoring units are already in use. Martin essentially remains on jail on a waiting list.
