Russian nuclear doctrine update targets NATO actions in Ukraine.

Russian president Vladimir Putin has ordered an update to Russia's nuclear doctrine which he says is intended to address changing military and political situations and emerging threats. More importantly, the update makes deep strikes by Ukraine and attack on Belarus liable for a nuclear response.
