This is to preserve historical video from VHS to a digital medium, commentary/historical archival purposes.
The blue skips screens and the fuzzy clears up after 20 minutes or so, the vhs tapes are old so its hard to get the tracking down on the VCR and everything causes a little bit of interference that shows up in the video as static.
