It was a reference to Christian and Jewish support of Zionism. The beast is red, Satan, and supports Zionism (the philosophy), the harlot sits upon it. But the harlot is the mother of harlots (institutions that are zionist). You clearly see the prophecy come true in all aspects of calling out genocide against the descendants of Abraham's second son, Ishmael.
