It may BE the globalist heart, because, of course their ultimate dream, their goal is to enact a world court with world jurisdiction, so that they can bring the anarchy between nations into line and a total top-down system of centralized authority.
That is the quest for global government. That is why they talk so much about international law. But who gets to decide who is the villain and who gets to inflict that justice?

Anyway, they talk about multilateral systems, and its institutions with the United Nations and its charter at the center must be strengthened, to keep pace with the changing world.
Yes, because if things are working out so poorly and we're heading in the wrong direction and it's catastrophic and we're facing all these crises, the thing we need is more of these same multilateral institutions that have stewarded over this mess, right?

Exactly like a 9-11 or what have you. Oh my God, what a catastrophic failure of intelligence! What we need is to pump more money and give more powers over to these intelligence
