MOTOR VOTER GLITCH EXPOSES MOTOR VOTER FAILURE

Given the fact Arizona Election Law prescribes Voter Registration (VR) to be a County Recorder responsibility (15 AZ Counties), why would an Arizona Secretary of State seek, be granted, or presume authority to essentially commandeer & centralize VR?
