Profitable Noise - Pointless Structure

I work as a parking attendant for concerts. At some points if you let the drivers organize themselves they accomplish the goal of the job quicker than if you were to interfere. Some attendants recognize this at times and sometimes they don't.

One night I was watching a fellow attendant stop exiting cars to allow for a more organized exit strategy, the line became notable slowed compared to when the cars were allowed to merge in a frenzy. In that chaos the drivers who wanted out the most pushed themselves into the line along the drive when it became possible. Drivers who wanted out not as badly stayed behind and waited for the line to clear before entering.

When there was the presence of a traffic controller, lines of merging vehicles became afraid to move even when there was an opportunity present to merge, waiting for the approval of the controller, and there was always hesitation when switching from merging lane movement to main drive movement.
