Transshipment refers to the process of moving goods or cargo from one vessel or mode of transport to another during their journey. The ISF program, implemented by US Customs and Border Protection (CBP), requires importers or their authorized agents to submit certain information about the cargo to CBP before it arrives in the US. When an ISF is filed for transshipped cargo, details about the transshipment, such as the territory or possession, scheduled arrival and departure dates at the first US port, and the ultimate destination foreign port, must be provided. This information helps CBP maintain security in the supply chain, adhere to security protocols, and facilitate risk assessment processes. It is important to note that cargo transshipped without being landed or discharged in a US territory or possession is exempt from filing an ISF, except if there is a possibility of the cargo being discharged or consumed in the US.
