Why are local clerks blocked from cleaning the voter registry?

I wrote to the Michigan Bureau of Elections and the Muskegon County Clerk to ask about the impossible number of registered voters in Roosevelt Park. I received a prompt and respectful response from county clerk Buie, which confirms that municipal clerks are blocked from cleaning the voter file. But this apparently statewide policy seems to be against the law...
