Restricted Flow of French Creek

In San Antonio Texas we rely on dry creeks for flood control. Land has bricks obstructing flow on city land. Property owned by M & JD (Miko) has lots of dirt fill in a spot where French Creek can empty into Leon Creek. Water may be diverted to Lower French Creek. A $13,000,000 is in the works to revamp lower French Creek. It may not be needed.
