Oct. 18, 1964 - President Johnson offered wary friendship to the two new Russian leaders tonight and called on Red China to join the ban on atmospheric testing of nuclear weapons. His discussion of the big international developments of last week was in the form of a television report to the people, a report the White House said had been recommended by the National Security Council at a meeting with the president Saturday.
