Christophe Éoche-Duval, senior civil servant, essayist. Author of The Price of Insecurity - Investigation into a State Failure (Ed.Eyrolles)
The first right is to live in security and obviously this right is becoming more and more difficult to enforce. In France, the state prohibits citizens from ensuring their own security. He is therefore accountable for the public service he is called upon to provide. Is insecurity inevitable? And should citizens impose an obligation of results on the State in this area, and if so, how? Christophe Éoche-Duval investigated the shortcomings of the latter. Insecurity takes many forms: it concerns reckless drivers, delinquents and a contaminated food product. Christophe Éoche-Duval's idea is to bring about an enforceable right to security and so that the price of a life, which is quantified, can thus lead the State to live up to its obligations.
