Deliberate Abuse of the 911 System (July 2022)

Andrew annoys his family, then calls 911. When 911 says they will not drive Andrew to wherever he wants to go, he states that he will keep calling 911 until he gets help (a chauffeur.) Police arrive at Andrew's residence and try to reason with him.
