This chapter takes place at least sixteen years after the previous chapter.

Keep in mind that Isaiah starts the first five chapters of this book by giving his message of warning to Judah and Jerusalem.
In chapter six, he tells the account of his calling by Elohim which happened shortly after the death of his friend, the Elohim-fearing King Uzziah.

We are told that Uzziah's son, Jotham, succeeded him to the throne and Jotham was also a good king.

2 Kings 15:32-38).

Jotham reigned sixteen years and after his death, his son Ahaz, also reigned for sixteen years. Isaiah skips over the sixteen year reign of Jotham and goes to the reign of Ahaz.

However, Ahaz was a terrible king and a very ungodly man.

2 Kings 16:1-4).

He not only engaged in Christmas tree worship, but also sacrificed his children to Molech.

Isa 7:1 Now it came about in the days of Ahaz, the son of Jotham, the son of Uzziah, king of Judah, that Rezin the king of Aram and Pekah the son of Remaliah, king of Israel, went up to Jerusalem to wage war against it, but could not conquer it.

Ahaz was a scoundrel all right. There was a civil war with Israel during his reign. But Ahaz is also worried because Syria has teamed up with the northern kingdom and they attacked Judah. They failed in this attempt, but Ahaz was afraid they would soon succeed. So Ahaz pleaded with the king of Assyria, Tiglathpileser, to help him. Ahaz received his help from Assyria, but Isaiah's concern is about Ahaz's reliance on man instead of Elohim.
