Reality with Bruce de Torres 39 Lloyd Chapman
Lloyd Chapman is Founder and President of the American Small Business League (ASBL.com), trying to get the federal government to obey the law and steer 23% of its contracts to America’s 33 million small businesses.
Only 3% on average actually goes to America’s small businesses.
Paraphrasing ASBL.com, the largest economic stimulus program passed by Congress to boost the middle-class and create jobs, the 1953 Small Business Act. It mandates that a minimum of 23% of all federal contracts be awarded to small businesses. There are 33 million small businesses in America. They are responsible for over 50% of the private sector workforce, over 50% of the GDP, most U.S. exports, and over 95% of all net new jobs in America.
These are the firms where most Americans work. Small business is essential to growing the middle class. And yet, as Lloyd says, “97% of federal budget goes to top 1% of corporations, who have not made one net new job in 40 years, per Kaufman Foundation study in the early 2010s.”
From our conversation:
We’re headed for bankruptcy. We’re $35 trillion in debt, and another one trillion in debt is created every 100 days.
Women own 42% of businesses. But they’ve never gotten a fair share of federal contracts. Every woman in America should support RFK Jr’s economic stimulus plan.
Kennedy is a good reason to vote for Trump, even though that’s like shooting yourself in the ankle, versus shooting yourself in the head by voting for Harris.
We hit the iceberg years ago. America sank. Corporate lobbyists control Congress, candidates, presidents, and the Republican and Democratic parties. We’re in the water, looking for scraps to make a life raft, because enough of us didn’t inspire enough of us to work to save our country, to hold our representatives accountable. The buck stops here. We are responsible.
Lloyd has been suing the government for over 35 years. He has won a record 110 legal battles. He has testified before Congress. He has received death threats, at which he laughed and told them, “Where can I meet you? I’ll bring my six-shooters.” You don’t threaten a Texan.
We will do shows every week until the election. Future topics:

From dontcheatwomen.com, a project of the American Small Business League:
Dear Friends,
We are writing to you on behalf of the American Small Business League, a non-profit political watchdog organization dedicated to advocating for small businesses. Our campaign, Don't Cheat Women, aims to give women a stronger voice by leveling the economic and political field.
Don't Cheat Women: A Call to Action- The American landscape thrives on the contributions of all its citizens, and women are a vital force. Women constitute 50% the population, own 42% of all businesses, and are critical drivers of economic growth. Yet, women receive less than 5% of federal contracts. Firms owned by men receive a staggering 95% of all federal contracts. Our campaign seeks to dismantle this skewed economic system by advocating for a concrete first step: increasing the percentage of federal spending directed towards women-owned small businesses from the current federally mandated 5% to a minimum of 25%.
The Disparity in Political Power- This simple change will provide women with the necessary financial strength to compete effectively in the political arena. Currently with fewer economic resources, women are politically significantly underrepresented. This creates a vicious cycle – women lack the necessary resources to gain power, limiting the ability to hold key positions, resulting in women having little voice in policies affecting their economic success.
Your Support Matters- We are reaching out to you today to seek your invaluable support for the Don't Cheat Women campaign. We believe that by working together – women's advocacy organizations, elected officials, and concerned citizens – we can achieve significant change.
We urge you to consider the following actions: • Publicly endorse the Don't Cheat Women campaign and its goals. • Request that your local congressional representatives sponsor legislation that promotes increased federal spending for women-owned businesses. • Raise awareness within your organization and network about the campaign and the importance of gender parity in government spending.
We understand and believe that our combined commitment can create a more equitable society. Our collective voices can make a substantial difference in achieving our goals.
Sincerely, The American Small Business League, ASBL.com
