1974 Kennedy Half Dollar-Is it Silver? or a Mint Error?

Hi I came across this coin while going through a bank box of halves. I understand that 90% Silver ended with the 1964 Kennedy Coin and the 40% Silver ended in 1970. I can't help but wish it's a Mint error though. I did a coin sound test for the more experienced Numismatics.
