Smith County cannot pass a lawful budget w/o thorough knowledge of the US laws of 1776 and 1787

County Commissioners Courts A passing budget without knowing the limitations that the Constitution places on them. Any money generated outside of the enumerated powers of Article I Section 8 are very likely unconstitutional and cannot be accepted by the county. Courts that are outside of common law and due process must not be funded. Courts that process crimes outside of Amendments V, VI, VII, and VIII should not be budgeted.
