TEST OBJECT 1:
The first test print was printed with my normal settings.
There are ugly parts around the holes. Also stripes are visible on the top layer.

TEST OBJECT 2:
Then i turned on Ironing and Monotonic. The top surface looks better now.
But the ugly parts around the holes are still there.

TEST OBJECT 3:
Then i changed another setting that made the change.
It's called Outline Overlap in Simplify3D. It was at 20% all the time.
I increased it to 40% to see what happens: the ugly holes on the top surface are almost gone.

CONCLUSION:
For these kind of top surfaces with multiple round holes, it's better to turn on Monotonic and Ironing together.
Also increasing the Outline Overlap resulted in a smooth surface without ugly parts. The stripes are barely visible anymore.
So these 3 settings together resulted in a very smooth top surface!

Changing the angle of the infill did not do it for me. It was all printed at a standard 45° angle.
