japan is basically a vassal state and does whatever the USA tells it to. Apart from China and the USA not exactly being the best of friends these days, thanks to the Citizen’s United court case allowing almost unlimited donations/bribes to politicians, the USA allows corporations to sell lots of (potentially) harmful products to its consumers that would never be permitted in other countries. China is not alone in having restrictions on meat imports from the USA.
