Chapters 2-5 describe the prophecy of judgment against Judah and Jerusalem. In part of this section, Elohim proclaims judgment on some surrounding nations. But in chapter 3, the nation of Israel is being addressed in particular. It seems that Elohim was particularly harsh on the nation of Israel. He judged them in 722 BC and their judgment has been going on ever since.

The problem with Israel is that they were given more insight and privilege into Elohim and His Word than any other. Privilege creates responsibility. Responsibility, left unattended, brings dire consequences.

The prophecy in this chapter has already been fulfilled. However, that doesn't exhaust the meaning of this passage.

Isa 3:1 For behold, the Lord GOD of hosts is going to remove from Jerusalem and Judah Both supply and support, the whole supply of bread, And the whole supply of water;

This verse is telling us that this judgment particularly applies to Jerusalem and Judah. They are going to lose all their supplies they have stored up along with all their food and water. The Israelite's were wealthy and prosperous people in that day. They had all the money and riches that they desired. After they got to prosperous, they turned their backs on Elohim and decided they didn't need Him. Elohim says that He will remove their supply of bread and water. He warned them of this in Torah.

Lev 26:26 ‘When I break your staff of bread, ten women will bake your bread in one oven, and they will bring back your bread in rationed amounts, so that you will eat and not be satisfied.

Psalms 105:16 And He called for a famine upon the land; He broke the whole staff of bread.

Ezek 4:16-17 Moreover, He said to me, “Son of man, behold, I am going to break the staff of bread in Jerusalem, and they will eat bread by weight and with anxiety, and drink water by measure and in horror, 17because bread and water will be scarce; and they will be appalled with one another and waste away in their iniquity.
