Red dot flashed my eyes

Something made black on red dots in my vision when I closed my eyes. I had looked at the kitchen window just prior. I took a video to confirm, knowing my phone has no red/ night vision to shine my own eyes or cause a reflection.
The dot was at a consistent height just in between two plants in the kitchen window. I called police, and they couldn't find them.
Then I did it again the next night, and it was no longer there.
