Are emergency rooms refusing to treat pregnant women in distress to protest of abortion laws?

There are starting to be a rise in emergency rooms in Texas and Florida turning away women having medical emergencies with their pregnancies. This is against the law and they are explaining it by trying to claim the abortion laws are unclear.
