What do we get instead? A very brief reappearance of Steven Santos, either with his career in Brazilian intel still intact or in hiding as a Barghest soldier, depending on where V chooses to take the recovered biomon.

So many of these gigs are placed into Night City in ways that keep telling me they were written with far more content that just got ripped out in a rush. All we ended up with were the stripped out and pared down husks of what these stories could have been.
