For what ethical purpose of Good Intent according with Our U.S. Department of Veterans Affairs Mission has, apparently for the first time I'm aware of in U.S. History: the House just PassedStatutes (in Bill 118th HR 8580), to expressly bar Our U.S. Department of Veterans Affairs; from using any of the over $2,000,000,000.00 USD for Construction, on any Project that is NOT evidently privatization related (CHIPS, OAEM, EUL, etc.) - unless the Department goes through an intentionally tedious and complex red tape procedure of multiple approval stages on a per project basis?
 
In other words, for the first time I'm aware of in history: the Department would be permitted to spend upwards of over $2,000,000,000.00 USD on third parties taking US DVA managed properties for parking lots, recreation, commercial, retail and / or replacing US DVA's direct care for those who bore the battle; without any further Congressional oversight and approvals declared - while none of those funds could any longer be used as usual for so long throughout the past, by US DVA to directly contract build and / or renovate housing for disabled homeless Veterans at their National Soldiers Home in Our Nation's Capital of Veteran Homelessness, without being indefinitely stuck in intentionally prescribed red tape?
 
Beyond the appearance of such a carefully worded legislative scheme grossly conflicting with the Department's Mission, wastefully fast-tracking billions of dollars to third-parties pretending to be paying the Department instead on deals feigning to be a savings to the Department; and abusively leaving disabled homeless Veterans to extend their desperate survival attempts on Our streets while Cruelly eluded of their Entitlements - this unconsionable, pushed-through legislative setup compounds the intentional ignorance of National Soldiers Home thieves conspiring to replace that Deeded Home; with illwgal malls, hotels and subways - as if we are to believe Congress is the only segment of the American Public, which somehow remains unaware those EUL cartles are being implicated and Prosecuted for homeless housing development and services frauds accross the U.S.; and those who bore the battle are needlessly dying in their Soldiers Home's stolen-by-illegal-EUL buildings, where homeless Veterans are converted to Lessees without services beyond 100% "rent" increases in under a year of residency; and unalwful eviction if they don't pay for what they are already entitled to, yet that's being stolen by third-parties of no Deeded stakehold?
 
Notwithstanding Congressional Procedure - Legislation is not Public Law if it's unethically legislated with malicious / subversive / fraudulent Intent.
