Release of potentially violent or dangerous criminals to make room for individuals whose offenses might be considered less severe or non-violent, like sharing memes or posting controversial tweets.
"Operation Early Dawn" involves releasing 5,500 offenders in September and October to ease prison overcrowding, a direct response to the need to incarcerate those who have been involved in recent protests or have posted content deemed offensive or against government policy.
