it's basically a 'dowelling jig'. you can get adjustable ones fairly cheaply, and a set of 'dowelling pins' which mark the reverse holes

this one only does one position and thickness so making it for a single task doesn't make much sense
You really need a dedicated tool for doweling. This is not it.
Dowels must be perfectly perpendicular. The smallest error will ruin your joint. This isn't something you eyeball.
