Who Are the Best Elite Four at Every Rank?

We have seen which members of the Elite Four in the Pokémon world might be the worst, however what about the opposite? Which of these leading trainers would be the cream of the crop, best of the best? In theory it should be hard to narrow down because they ARE supposed to all be the best type specialists in their regions, and let's throw in the Champions too!
