Casings and Shots Fired

The report details the recovery of eight casings from shots fired by the assailant, Thomas Matthew Crooks, all of which are allegedly in the FBI’s possession. Additionally, a ninth shot fired by a Butler SWAT operator struck Crooks, disrupting his attack, while a tenth shot, believed to be fatal, was fired by a USSS counter-sniper team.

“All eight casings from Crooks’ position have been recovered, and his rifle is also in the FBI’s possession. I need to review all physical evidence to confirm its integrity. The ninth shot, fired by a SWAT operator, likely damaged Crooks’ rifle, possibly rendering it inoperable after the eighth shot. The tenth shot, which I believe was fatal, was likely fired by the USSS southern counter-sniper team,” Higgins reports.

Higgins’ investigation revealed that the FBI released Crooks’ body for cremation just ten days after the incident, without notifying local law enforcement or the county coroner. This premature release has impeded efforts to verify the autopsy and forensic reports.

“I discovered that the body was released for cremation on July 23, 2024, unbeknownst to local authorities. The delay in receiving the coroner’s and autopsy reports further complicates verifying their accuracy,” Higgins states.
The Water Tower and the Second Shooter Theory

Contrary to online speculation about a second shooter on a nearby water tower, Higgins’ investigation found no evidence supporting this theory. The water tower was cleared by drone on the morning of July 13, and its ladder was not lowered, making access unlikely.

“There were videos suggesting a second shooter on the water tower, but these claims are unsupported. The tower’s ladder was not lowered, and the access required to reach the top is highly impractical for an ordinary shooter,” Higgins explains.
FBI’s Unusual Procedures

The report also criticizes the FBI’s handling of the crime scene, noting that it was released after just three days and that biological evidence was cleaned up—a practice Higgins describes as “unheard of” in law enforcement.

“The FBI’s early release of the crime scene and the cleaning of biological evidence are deeply troubling. Such actions undermine the integrity of any subsequent investigation,” Higgins asserts.
