This is part 2 of my commentary re: the hire of Assistant Chief Lacey to Chief Lacey to Chief of Dolton Police. We all know that these actions taken by the mayor won't stand in a court of law, but Henyard overstepped her authority and Lacey is still on the payroll only in a higher position than before.

With a majority of Dolton PD loyal to Henyard, will a peaceful transfer of power happen when the time comes?
