Despite having several ways of voting

The Kent County Clerk says the county saw its lowest turnout in an August primary in several years. Between early voting, in person voting, and absentee voting, only around 26-percent of the electorate actually voted. The number of voters in the last several August primaries has been around or above 30-percent.
